In addition, the Cabinet of Ministers and the State Duma will sign an agreement on information interaction by the end of April. In it, the parties will set out their obligations, the composition and format of the files to be transferred, as well as technical requirements for them. Back in 2020, the volume of electronic document flow of the government and the State Duma did not exceed 45%. At the same time, most of the electronic documents were copies of paper ones, which did not allow files to be linked together and complicated their search in the system. In 2023, the volume of digital document flow became more than 80%.

In a state governed by the rule of law, the procedures for adopting legislative and by-law acts play an exceptionally important role, Tatyana Ilarionova, professor at the Institute of State and Civil Engineering of the Russian Presidential Academy of National Economy and Public Administration, told Izvestia. Everything is important here: drafting projects on time, observing legal techniques, and quick, businesslike coordination with the responsible ministries and departments, and, finally, eliminating any errors at the stage of preparing the act - both substantive and formal.
