PJSC Rostelecom has proposed to the government a project to create an electric charging infrastructure (ECI) platform, and the company itself is ready to act as the sole ECI operator in Russia, a source told Interfax.

Thus, in Moscow and the Moscow region, the company is implementing an automated control system for the EZI, which will ensure seamless use of the charging infrastructure by end consumers, and is also developing a Unified Digital Space for the control and monitoring of the EZI for regional authorities. In addition, a "boxed solution" has been developed for the rapid connection of third-party operators and the organization of roaming in the system, the agency's interlocutor said.

The deployment of these solutions in all regions of the country will have a positive impact on the electric transport industry and will eliminate factors that are holding back its development, the Interfax source is confident.

Among such restraining factors, he named: the lack of a single digital space that unites all the region's charging stations and allows consumers to charge their electric vehicles; an abundance of low-quality mobile applications for managing charging stations; and the stability of the work of various operators.

In addition, today regional authorities do not have a specific understanding of the state of the EZI and plans for future development due to the lack of necessary instruments for control and monitoring of regional infrastructure. Another limiting factor is the lack of detailed data from federal authorities to assess the current state and qualitatively forecast the market in order to assist in strategic planning and development of the industry.

"Rostelecom assures that the implementation of the company's developed solutions in all regions of Russia will allow the consolidation of all regional EZI operators in a single digital space, provide end users with high-quality services, coordinate, control and monitor the activities of EZI operators and EZS suppliers by regional authorities, and also formulate updated plans for the development of regional infrastructure," the agency's source said.

He added that in order to create a single EZI space throughout the country, Rostelecom is ready to provide a digital solution for regional and federal authorities, while ensuring control over the entire EZI infrastructure and providing first-line technical support.

The company itself declined to comment.

According to the concept, by 2030, 8,573 slow charging stations and 5,715 fast charging stations should be produced (in 2022 - 1,178 and 528 units, respectively).

According to a study by Strategy Partners, in 2022, the total number of electric charging stations (public and private) in the country was 7.5 thousand. By mid-December 2023, the number of public electric charging stations was 3,738 - 1.6 times more than in 2022 (2,405 stations). There were 10.5 electric vehicles per public electric charging station in Russia at the end of 2023, the study notes.

According to the forecast given in the study, by the end of 2024 the number of public charging stations will reach 4643.
