Initially, it was assumed that this experiment would begin on May 1. However, the government decree that determined the procedure for carrying out the work was signed only on October 10, although the first draft of this document was ready back in February. As Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation Maxim Parshin noted in his welcoming speech at the opening of the Russia Open Source IT Summit, this project emerged during the implementation of the strategy for the development of open source software, which was initiated following the discussion at the St. Petersburg International Economic Forum 2021.

The participants in the experiment are the Ministry of Digital Development, the Ministry of Internal Affairs, Rosreestr, and, on a voluntary basis, the Russian Foundation for Information Technology Development (RFID), federal executive bodies, state extra-budgetary funds of the Russian Federation, executive bodies of the constituent entities of the Russian Federation, state corporations, as well as legal entities and individuals who submitted applications for participation in the experiment before April 1, 2023. The RFID must submit the application selection methodology by February 1, 2023, and the Ministry of Digital Development must approve it no later than March 1, 2023. The final list of project participants is expected to be formed by June 1, 2023.
Among the tasks that will be solved during the experiment is overcoming external pressure, which is expressed both in the loss of opportunities to use commercial software from international vendors and access to foreign repositories of open-source software, such as GitHub.
Deputy Head of the Development Department of Crosstech Solutions Group LLC Pavel Yuryev reminds: "At a certain point, access to Github, the main resource for working with open source software, was restricted for domestic companies and developers. Accordingly, they lost access to their own developments and the projects of their colleagues. Thus, the need arose for a Russian resource that would allow software to be posted in open access for the professional community and which would be impossible to block from the outside."
