Retail has proposed to the government a new scheme for pre-installing Russian software on smartphones and computers imported into the Russian Federation through parallel imports.
Without installing domestic programs on gadgets, the sale of such electronics in the country will be prohibited from January 1, 2023. But today, neither retail nor manufacturers can do this. The Association of Internet Trade Companies (AKIT) proposed providing users with instructions with a QR code, by scanning which the client will be able to independently install all the necessary programs. This approach will not compromise personal data and will allow citizens to be informed about existing Russian programs and applications. Experts found the initiative sound - in the conditions of parallel imports, it is impossible to ensure pre-installation of software without opening the product.

As AKIT notes, starting in 2023, all sales of parallel imported smartphones, tablets and laptops will be illegal.
"Technically, the ability to download applications appears only after creating and registering a personal account. Applications installed using a third-party account will not work. In order for the applications to work, the buyer will be forced to provide their ID and password (personal data) to a third party in order to open the phone in advance and perform pre-installation at the retail level," says the letter from AKIT President Artem Sokolov.

The law on pre-installation of Russian software on smartphones, tablets, laptops, PCs and TVs with Smart TV function came into force on April 1, 2021. The list of mandatory applications for pre-installation is approved annually. This year, the list included services of Yandex, VK, Kaspersky Lab, State Services, My Office, the Mir payment system, etc.
