Add to the Criminal Code
Russia may introduce punishment for illegal use of images or voices, as well as biometric data of citizens. This draft law with amendments to articles of the Criminal Code of the Russian Federation ("Slander", "Theft", "Fraud", "Extortion", "Causing property damage by deception or abuse of trust") will be introduced to the State Duma this week by the head of the Committee on Labor, Social Policy and Veterans' Affairs Yaroslav Nilov. Izvestia has become familiar with the document.
"The development of computer vietnam whatsapp resource technologies has led to the expansion of opportunities for creating video and audio materials based on samples of images and human voices, artificially recreating non-existent events. Modern software and hardware systems, as well as the use of neural networks and artificial intelligence (deepfake technologies, digital masks, etc.) make it possible to create fakes that are practically impossible for a non-specialist to distinguish from reality," the explanatory note says.
"The bill proposes to introduce an additional qualifying feature into a number of articles of the Criminal Code of the Russian Federation - the commission of a crime using an image or voice (including falsified or artificially created ones) and biometric data," the document emphasizes.
Depending on the article, the guilty party will face a fine of up to 1.5 million rubles or in the amount of other income for a period of up to two years, or imprisonment for up to seven years.
— We propose introducing more serious liability under a number of criminal articles for the use of this technology. The fact that it is actively used was already proven at a meeting with the president at the end of last year during a direct line. There are many examples of people being left without anything because their voices were faked. Therefore, it is proposed to provide for modern realities in the Criminal Code, — the author of the bill, Yaroslav Nilov, explained to Izvestia.
Izvestia sent inquiries to the government and the Central Bank asking them to comment on the prospects of supporting the initiative. The press services of the Ministry of Digital Development and the Ministry of Justice reported that the document had not been submitted for recall.
Banks previously told Izvestia that they monitor new fraud methods daily in order to effectively combat them, and do not see any serious risks in using deepfakes, since there are technologies that verify their authenticity. At the same time, the Central Bank previously pointed out the threat of identifying bank clients by video. The regulator reported this in its response to the draft law of the Association of Russian Banks. The new rules proposed to provide financial institutions with the ability to remotely open accounts for citizens to issue mortgage loans.
The document notes that these technologies make it possible to reproduce other biometric personal data.
