efuse. Secondly, the document defines the technical requirements for the installation of communication networks, and also regulates the actions of operators and providers if the common property of the house is damaged during installation and dismantling.
The document establishes that information about communication operators whose networks are located in an apartment building (AB) will be published in the State paraguay whatsapp resource Information System (GIS) of housing and communal services. Management companies are also required to place in the GIS all requests from providers for access to the AB.
A representative of the press service of PJSC MegaFon told ComNews that, in the opinion of the operator, the approved rules will contribute to increased competition in the fixed-line services market and will have a positive effect on the cost of services for subscribers.
A representative of the press service of PJSC MTS also believes that the measure will lead to increased competition. "Previously, citizens who were limited in their choice of Internet provider suffered first and foremost. Now there are clear, including technical, requirements for both the operator and the management company. Compliance with them will guarantee the rights of citizens both in access to communication services and in the disposal of common property," commented a representative of the press service of MTS.
Rostelecom also supports initiatives for non-discriminatory access of operators to apartment buildings. "The rules replace disparate and non-standard terms of contracts," commented a representative of the press service of PJSC Rostelecom. "This will have a positive effect not only on the availability of the Internet for residents of apartment buildings, but also on the relations between the management company and telecom operators during the installation, operation and dismantling of communication networks."

NDD operators in residential buildings: everything is just beginning
After 10 years of battles, the State Duma has adopted in the third reading the bill on non-discriminatory access (NDD) of telecom operators to apartment buildings (AB). It advocates for everything good against everything bad, but in practice it risks being difficult to implement and further confusing the situation on the market. The future of the relations between telecom operators and management companies (MC) will depend on how high-quality the by-law will be approved by the Russian government in four months.
Sergey Gerasimenko, CEO of the Internet provider NEWlink (OOO "Newlink"), believes that management companies still have the means to put pressure on Internet providers. "The adopted resolution gives additional leverage on the management company only to telecom operators, who already have powerful administrative resources. As for the others, if they want, the management company can still make their work impossible. It is enough to demand total and one hundred percent compliance with all the requirements specified in the resolution. I would like to be wrong, but most likely, in our work, only the wording in the contracts with the management companies will change," said Sergey Gerasimenko.
PJSC VimpelCom did not respond to questions.
