Technically, nothing prevents you from using another person's PEC, obviously asking for prior consent from the mailbox owner.
There is no law that prohibits the use of another person's PEC to send a certified email message, but such a communication has no legal value whatsoever.
The PEC is strictly personal , it is nominative and refers to the data of the owner who registered it.
By writing and sending a PEC message on behalf of another person, the message cannot have any legal france phone number list value and is not equivalent to sending a registered letter because the person for whom the PEC is written and sent has not been identified.
In fact, each PEC address is linked to the person who activated it and the message has the legal value of a registered letter with return receipt only when it is sent by the owner. A PEC sent by others has the same legal value as an ordinary email message.
So, going back to the examples given at the beginning, if you use someone else's PEC to send your application to participate in a public competition, you will certainly be excluded. If you use someone else's PEC to warn your condominium administrator, the administrator can safely ignore the message because the PEC sent on behalf of third parties has no legal value.
The only exception is the case in which a lawyer has a power of attorney , therefore authorized to officially represent his client. In the case of sending a PEC message by the lawyer on behalf of the client, the communication maintains full legal value.
