AI Ethics Will Be Defined by Code

"The community includes representatives from 30 regions of Russia. Among the signatories are more than 40 representatives of government bodies. Russian technology companies have adopted the Code of Ethics in the Sphere of Artificial Intelligence, which was developed by the Alliance in the Sphere of AI. The document was signed, among others, by Sber, Yandex, MTS, VK, Gazprom Neft, RDIF, as well as leading companies and research organizations. The document was developed with the support of the Presidential Administration of the Russian Federation, the Analytical Center under the Government, the Ministry of Economic Development and underwent expert and public discussion at the sites of the ANO Digital Economy, the Federation Council, and the Public Chamber. It is planned that the Code will become a recommendatory document on ethics for all participants in the AI ​​market - the state, business, Russian and foreign developers.

The AI ​​Ethics Commission consists of five working groups. Yuri Lindre, an expert at the Skolkovo Institute of Science and Technology on international regulation of artificial intelligence and cross-cutting technologies, represented the working group on the development and monitoring of a methodology for assessing the risks and humanitarian impact of AI systems.

"We set the task of creating a tool for developers of AI systems so that they could conduct self-diagnostics, namely, so that the planning, development and implementation of AI systems in civilian circulation are safe and meet the requirements for risks and threats," said Yuri Lindre.

According to him, the draft of this document is already ready; it consists of two parts - a descriptive part, with concepts and criteria, and the self-monitoring tool itself in the form of a table.

The working group on creating a set of best practices for resolving ethical issues was presented by Alexander Kraynov, Director of AI Technology Development at Yandex LLC. He said that in 2024 the commission will discuss issues of creating and using generative AI, under what conditions voice synthesis is permissible, whether it is ethical to use AI in religious aspects - writing icons, creating summaries of Scripture, as well as the question of how ethical it is to "humanize" voice assistants.
