The State Duma Committee on State Building and Legislation recommended that the chamber adopt in the second reading a bill on increasing sanctions for violations in the area of ​​personal data processing, which, among other things, introduces a fine of up to 1.5 million rubles for a repeat offense for legal entities.

The bill proposes to establish that fines in this case for citizens will be from 10,000 to 15,000 rubles, for officials - from 100,000 to 300,000 rubles, and for legal entities - from 300,000 to 700,000 rubles.

The amendments to the second reading also propose to supplement the Code of Administrative Offenses with a new article 13.11.3 "Violation of requirements in the field of posting biometric personal data." This concerns liability for violating the requirements of the law when banks, MFCs and other organizations post biometric personal data in the state information system "Unified system of identification and authentication of individuals using biometric personal data." The fine for officials for such an offense may be from 100 thousand to 300 thousand rubles, for legal entities - from 500 thousand to 1 million rubles. It is also indicated that such cases under this article will be considered by judges if the cases were initiated by an official of Roskomnadzor.

On December 29, 2022, Russian President Vladimir Putin signed a law on a unified biometric system. According to it, biometric personal data will be stored and processed in a unified state biometric system. In addition, a ban on coercion to submit biometric data is enshrined, that is, a citizen cannot be denied commercial and government services if he does not want to provide biometrics. The law also introduces a ban on the cross-border transfer of collected biometrics. Its use and storage is allowed only in databases located on the territory of the Russian Federation.
