This includes increasingly complex legislation, a significant increase in fines, and much more careful monitoring by authorized bodies."

Andrey Mishukov, CEO of ITPROTECT LLC, linked the growth in demand for lawyers specializing in personal data to the fact that Russia has been harmonizing legislation related to the processing and protection of personal data for several years: "This process has led to greater awareness on the part of both entities and operators. Fines have increased for the latter, including turnover fines. It has also become much more cost-effective to invest in people and expertise in order to build personal data processing processes than to pay fines for their absence."

In 2023, there was also an increase in vacancies in this area after a slight decrease in 2022. Personal data specialists are most in demand in Moscow and St. Petersburg, which account for more than half of all vacancies. At the same time, in 2023, there was noticeable growth in a number of Russian regions, among which the authors of the study particularly highlighted the republics of Bashkortostan and Tatarstan, the Trans-Baikal, Kamchatka, Krasnoyarsk and Primorsky territories, Rostov, Saratov and Chelyabinsk regions, where the growth rates exceeded the federal average.

Among industries, the greatest demand is for lawyers in the field of personal data in IT. In 2023, there was also a shortage of such specialists in the financial sector, public administration, electronics and instrumentation, telecommunications and communications, logistics and transport.

Legal recruiter, co-founder of the recruiting agency "Magic Staff" (Magiс Staff), expert of the educational platform Moscow Digital School Dmitry Utukin associates the growth in the number of vacancies in various industries with the growth of costs in the event of violation of personal data protection requirements in the context of overloaded legal departments in companies: "A bill on turnover fines for personal data leaks was announced and adopted in the first reading. Fines can already reach 18 million rubles. Therefore, if earlier the employers of personal data lawyers were mainly IT companies or pharma, now these are conservative industries such as oil companies and industry. The lawyers on staff are simply not able to withstand such an additional workload. Therefore, employers decide to hire specialists on staff."
