e Ministry of Digital Development plans to present a draft Digital Code for regulating the communications and IT sector next year. At the same time, it will be submitted to the State Duma for discussion, the head of the ministry, Maksut Shadayev, said at the TAdviser SummIT conference.

He noted that currently in Russia "there is a lot of regulation in terms of digital, but so far it is very fragmented." Therefore, a separate large Digital Code is needed - a set of all regulations that concern issues of digitalization, development of digital technologies, and data protection.

The creation of a Digital Code for regulating relations in the field of communications and information and communication technologies (ICT) was included in the Strategy for the Development of the Communications Industry until 2035. It is assumed that the code will apply to government and other organizations, as well as individuals and companies, including those that use government information systems.


The fact that a Digital Code would be introduced in Russia became known back in September last year. As State Duma deputy Anton Nemkin said, the main objective of the document will be the unification of regulation in the IT and telecom spheres, the modernization of legislation related to digitalization, and the unification of legal norms.

"The Code should also establish a uniform conceptual framework for the industry, which is currently presented in numerous regulatory legal acts. In addition, there should be comprehensive regulation of electronic document management, cloud technologies, big data, artificial intelligence, and many aspects whose application has not yet been described in law," Nemkin said in his Telegram channel.

According to the authors of the project, the code will allow for faster and better provision of public services to citizens, reduce budget expenditures on the creation of information systems and make the interaction between the state and users more transparent. In addition, it will help expand the use of IT in public administration and create new opportunities for the use of data, analytics and AI.

The Ministry of Digital Development explained that the code is needed to link existing norms in a single act, to get rid of internal contradictions in acts, if any, and outdated norms. The document will cover the regulation of the entire communications and IT industry and will become the legal basis for interaction between market participants.
