On January 15, the State Duma of the Russian Federation adopted in the first reading a bill that obliges banks and microfinance organizations (MFOs) to issue consumer loans to clients with a deferment of at least four hours for amounts from 50 thousand to 200 thousand rubles and 48 hours for loans over 200 thousand rubles.

The deferment will be 48 hours from the moment the card is issued. This measure will block the main channel for theft of money," says Anatoly Aksakov.
The text of the bill states that the exchange of information between creditors and credit bureaus should be accelerated and take place in real time.
According to Anatoly Aksakov, additional requirements are being introduced for MFIs: they must develop internal regulations to combat the issuance of a loan without the voluntary consent of the borrower, they must also credit funds exclusively to the borrower's account; to more effectively combat fraudsters, MFIs will have access to a database of illegal transactions.
In accordance with the draft law, the Bank of Russia will be able to change the requirements for the cooling-off period or not establish it at all for bona fide creditors who effectively implement anti-fraud measures; an authorized representative of the Bank of Russia in a credit institution will have the right to request information on the suppression of fraudulent actions, on the basis of which the effectiveness of anti-fraud measures will be assessed.

State Duma deputy Yevgeny Bessonov noted that, judging by the appeals of Russians to him, law enforcement agencies are not returning the money that was swindled out by scammers.
"This bill restricts law-abiding citizens. But is it really that hard to trace payment chains? Obviously, there are shadowy ways for fraudsters to withdraw money. Why don't experts close these shadowy points without slowing down the movement of funds in the country?" asks Evgeny Bessonov.
Anatoly Aksakov responded that the work will be done with those people who are included in the database of fraudsters. "Money is transferred to accounts that are linked to passport data. Information about fraudsters is stored in the FinCERT databases of the Bank of Russia. Banks, before carrying out an operation, check this database."
