Federal Law 223-FZ describes four main competitive procurement methods.

An auction is the most common method: the purchase is won by the participant who has reduced the price the most during the bidding process and meets the requirements of the documentation. The auction can be held in one or two stages.

Who can participate in a tender under 223-FZ
Law 223-FZ does not limit the range of procurement participants; they can be any business entities:

commercial organizations: LLC, JSC and other forms of legal entities;
individual entrepreneurs and self-employed persons;
individuals;
associations of organizations or individuals.
In some procurements under Federal Law 223, a mandatory requirement for participation of only small and medium-sized businesses (SMEs) is introduced. This rule applies to customers under RF Government Resolution No. 1352.

Such customers are required to allocate a certain portion of their purchases exclusively for SMEs. This measure is aimed at supporting small businesses, creating equal opportunities for them to receive government orders and stimulating their development.
