The principle of extraterritoriality made it possible to apply for services regardless of the place of registration or residence: each pensioner was able to independently choose which service center of the Fund to contact. And this became our advantage, which helped to overcome the challenges that faced the system after the full-scale invasion and mass temporary change of place of residence of pensioners.
Extraterritoriality in the processing of documents accepted for the assignment or recalculation of payments allowed them to be processed regardless of which territorial body the pensioner was registered with, reduced decision-making times, special database ensured uniform approaches to the application of legislation, and minimized corruption risks.
To speed up the process of funds flowing to pensioners, since April 2021, the Pension Fund of Ukraine has introduced centralized financing of pension payments: from the central office level directly to banks and JSC "Ukrposhta".
Covid also taught us its lessons. Quarantine restrictions became an impetus for the popularization of forms of remote service for citizens. Thanks to the web portal of electronic services and the mobile application of the Pension Fund of Ukraine, people were able to receive services online without leaving their homes.
Under martial law, it became obvious that the remote service model formed by the Pension Fund of Ukraine, the organizational and information systems for providing services and making payments, demonstrated significant advantages over the systems of other state bodies.
