At the press conference held yesterday, March 2, organized by RUSSOFT, "The IT industry in a period of change: what awaits us in 2023?", market players discussed, among other things, issues of import substitution.
According to the canada mobile number database decree of the President of the Russian Federation dated March 30, 2022 No. 166 "On measures to ensure the technological independence and security of the critical information infrastructure of the Russian Federation" , from 2025 government bodies, state corporations, critical information infrastructure entities and systemically important enterprises will be prohibited from using foreign software.
Deputy General Director of Red Soft Rustam Rustamov believes that it will not be possible to solve the task 100% on time. "We live in Russia. In some places the human factor will play a role, in others the lack of technology. For example, in industry, where there are no Russian analogues of foreign specialized software. It is important not to postpone the deadlines. Performers should not relax, we cannot allow the failure of projects that are carried out jointly with developers. After January 1, 2025, it is necessary to conduct an audit, draw conclusions and continue the work - pay attention to where we succeeded and why we failed," he said.
, is also confident that the task will not be fully resolved by January 1, 2025, especially by all market participants. "The reasons are in the human factor and the difficulties with the industrial software itself," he agreed. "However, the date cannot be postponed, otherwise the actual transition period will shift even more."
Ilya Sivtsev, CEO of Astra Group, explained that the global renewal of infrastructure and the creation of a new one on the basis of domestic products requires long-term planning and a systematic approach in order to minimize financial and production risks.
"A huge number of pilot projects are currently underway. On average, their implementation takes from six months to a year and a half. The transition itself, depending on the scale and complexity of the enterprise infrastructure, takes from six months to several years. And yes, the transition is carried out in stages, gradually replacing certain blocks or systems within the organization's contour. At some point, it is necessary to work in a hybrid format, integrating foreign and domestic solutions. Therefore, the key request from customers is to urgently provide practical expertise on infrastructure migration, designing information systems based on domestic solutions, as well as support, including heterogeneous infrastructures during the transition period and after the completion of projects. A full-fledged IT transformation service is needed, - he emphasized. - Replacing only system and infrastructure software is not enough. It is necessary to develop specialized industry software and hardware immediately for domestic platforms. In addition, application software should also be launched under domestic OS - business applications, full-cycle enterprise support systems, PLM systems and much more. The current situation is a huge incentive for technological cooperation among market participants
