"An analysis of judicial practice shows that when considering in court materials on offenses related to the operator's refusal to implement SORM (a system of operational-search measures), a decision is often made to impose a punishment in the form of an administrative fine less than the minimum amount for individual entrepreneurs or small and medium-sized businesses. He added that in these circumstances it is easier for the operator to pay minor fines than to install expensive equipment.

From January 1, 2024, for failure to comply with these requirements, turnover fines will be introduced from the amount of the company's revenue for the provision of communications services, but not less than one million rubles, Samoilov said.

"This amount, in our opinion, will be proportionate to the operator's costs for purchasing or renting the corresponding equipment," explained the representative of the special service.

He also reported that work is underway to exclude telecom operators from the moratorium on inspections.
